Le Réseau des Ecoles d’architecture françaises, d’Europe centrale et orientale
LA CREATION DU REA :
Au lendemain de la chute du mur de Berlin, le directeur de l’école d’architecture de Languedoc Roussillon, organise à Montpellier une université d’été en septembre 1990 qui a pour ambition de réunir les facultés, les instituts et les écoles d’architecture d’Europe centrale et orientale ainsi que celles du sud de le France.
Douze délégations répondent présentes:

La Faculté d’Architecture de Sofia pour la Bulgarie,
-
La Faculté d’Architecture de l’Université Technique de Dresde pour la DDR,
-
La Faculté d’Architecture de l’Université Technique de Budapest pour la Hongrie,
-
L’institut d’Architecture et d’Urbanisme de l’Université Technique de Wroclaw pour la Pologne,
-
L’institut d’Architecture de Bucarest pour la Roumanie,
-
Les Facultés d’architecture de Bratislava et de Prague de l’Université Technique Slovaque pour la Tchécoslovaquie
-
La Faculté d’Architecture de l’Université de Belgrade pour la Yougoslavie,
-
enfin, les écoles d’architecture du sud de la France: Bordeaux, Marseille, Montpellier et Toulouse.
Cette université d’été aboutit à la signature par les douze délégations d’un mémorandum adressé aux autorités de la Communauté Economique Européenne à Bruxelles, et notamment au bureau du programme TEMPUS, pour solliciter:
„D’élargir le programme TEMPUS – limité a l’époque à la Hongrie et à la Pologne – à l’ensemble des autres pays de l’Europe orientale et centrale, notamment à la Bulgarie, DDR, Roumanie, Tchécoslovaquie et Yougoslavie.
De prévoir un programme de coopération de caractère expérimental concernant des activités d’enseignement et de recherche relevant des disciplines d’architecture, de l’environnement et de l’aménagement et de la construction au cas où, pour des raisons supérieures, cet élargissement ne pourrait être réalisé dans immédiat.
De dégager , dés le mois de janvier 1991 une enveloppe financière permettant aux enseignants et aux chercheurs des délégations signataires du présent texte de mener a bien des missions préalables et indispensables pour préparer des programmes de coopération.
D’encourager, par tous les moyens nécessaires, les rapprochements et les coopérations, entre les réseaux ERASMUS et COMETT (de l’époque) des partenaires potentiels des futurs réseaux TEMPUS.”
En complément du mémorandum les „douze” définissent une plateforme d’actions ayant pour objectifs l’élargissement et l’enrichissement de la coopération scientifique, technique et culturelle entre eux et qui prend appui sur:

La mise en place d’une conférence annuelle rassemblant tous le partenaires signataires traitant chaque année d’une thème fondamental concernant l’architecture, l’urbanisme, l’environnement ou l’enseignement de ces disciplines et organisée par l’un des partenaires.

La création d’un concours annuel destiné aux étudiants qui s’appuie sur la pédagogie de chacun des établissements et dont le résultat est proclamé lors de la conférence annuelle après réunion d’un jury composé d’un représentant enseignant de chacune des institutions .

L’utilisation du français comme langue officielle de travail et de communication de cette conférence.
Le REA est né.
LE REA AUJOURD’HUI :
Aujourd’hui, et compte tenu du mouvement d’ouverture des programmes européennes vers les pays de l’ex-URSS, d’autres établissements de l’Europe Centrale et Orientale ont rejoint le réseau, il s’agit de:

L’académie d’Architecture et de Construction d’Odessa (Ukraine),

L’Institut d’Architecture de Moscou (Russie),

La Faculté d’Architecture de Skopje (République Macédoine),
-
L’Université d’Architecture et de Construction de Bakou (Azerbaïdjan),
-
La Faculté d’Architecture de Cracovie (Pologne),
-
La Faculté d’Architecture de Ljubljana (Slovénie),
-
La Faculté d’Architecture de Vilnius (Lituanie),
Auxquels s’ajoutent désormais les écoles nationales supérieures d’architectures de Clermont-Ferrand, Lille, Rouen, Lyon et Grenoble.
Les rencontres précédentes ont eu lieu d’abord tous les deux ans, désormais tous les ans à Bordeaux (1992), à Budapest (1994), à Marseille (1997), à Bucarest (1999), à Wroclaw (2001), à Lille (2002), à Sofia (2003), à Toulouse (2004), à Moscou (2005), de nouveau à Marseille (2006), à Erevan (2007), à Rouen (2008), à Bakou (2009), à Paris (2010), à Budapest (2012), à Grenoble (2013), à Lodz (2014), de nouveau à Lille (2015) et se dérouleront en France à Toulouse en 2017.
Le réseau se réunit durant une semaine dans un des établissements partenaires chargé d’organiser le rencontre et ce, à tour de rôle. Ceux-ci sont représentés par des délégations composées de 2 professeurs, responsables administratifs et de 2 étudiants. Le financement auparavant était assuré par les subventions du Ministère Française de la Culture et de la Communication couplée à d’autres aides issues d’institutions ou d’entreprises locales. Dernièrement ce sont les écoles partenaires, les participants eux mêmes et les subventions éventuelles d’institutions ou d’entreprises locales qui permettent d’organiser les Rencontres et en participer.
Les principes de fonctionnement reposent toujours comme depuis la fondation sur deux axes majeurs:

Une thématique spécifique commune donne lieu a des interventions de professeurs de chaque établissement et a des confrontations de points de vue.

Un concours primé ouvert aux étudiants de niveau 3éme ou 4éme année des différentes facultés ou écoles sur un sujet précis en lien généralement avec la thématique abordée lors des interventions des enseignantes est organisé dans le cadre des cursus respectifs: il permet la comparaison des modes pédagogiques et donne lieu, dans la ville organisatrice, depuis les rencontres de Lille, à un atelier intensif complémentaire de 24 heures qui conforte les échanges entre étudiants puisque les équipes sont composées d’étudiants de plusieurs nationalités.
Les rencontres sont aussi l’occasion de contact réguliers permettant de développer des liens de collaborations européennes (Tempus, Tacis, Socrates, Erasmus), de conventions bilatérales. Elles facilitent et dynamisent les échanges scientifiques, politiques et culturels entre les facultés et écoles partenaires.
Ce sont bien ces contacts réguliers qui sont nés de ce réseau, le plaisir toujours renouvelé pour ces membres de se retrouver, qui constituent les clefs de son exceptionnelle longévité.
