Le thème général de la rencontre et de la conférence est :
Les territoires ruraux au 21e siècle.
Les petites villes sont aujourd'hui confrontées à de nombreux problèmes - comment maintenir leurs vitalités et être autonomes ; comment vivre et garder une vision sur l'avenir. Les petites villes proches des grandes se transforment de plus en plus en cités dortoirs, sans identité expressive. Financièrement, le logement est plus avantageux par rapport aux grandes villes, mais cela soulève un certain nombre de problèmes : la durée des déplacements augmente continuellement, la vie dans les petites villes se perd, le développement de leurs activités économiques et culturelles stagnent, elles vieillissent. Les questions qui émergent et qui demandent à être traitées sont : y a-t-il des solutions ? Est-il possible de sauvegarder ces petites villes ? Sont-elles durables ? Si oui dans quelles conditions.

L´objectif de la conférence est de comparer et évaluer les problèmes européens des territoires ruraux, concernant leurs valeurs, leur développement et durabilité. L´échange mutuel d'expériences, la spécification des problèmes et les conclusions des discussions, restent une source d'inspiration pour toutes les délégations participantes et ouvrent ainsi la possibilité de renforcer la coopération autour de cette question d'actualité européenne.
